"Te amo" means "I love you", it's a much stronger feeling than "querer", it's often said romantically or among a family.
"Te quiero" is a bit hard to translate to English, but something similar would be "I appreciate you", it's a less strong feeling, therefore it's not as romantic as "Te amo".

Of course, actually it's more common to say "Amar (a una mascota)" instead of "Querer (a una mascota)", because pets are normally considered as part of a family.
